[hpsdr] Pennylane output power

Hi John,

Yes, you can use the Gain by Band settings with both Penelope and PennyLane.

The power output on PennyLane is adjusted by varying the power out from
the DAC rather than varying the amplitude of the I & Q signals. That way
the full 16 bits are used at every power level which maintains the maximum
S/N ratio.

We also split the PA stage into two sections which is the reason for
higher, and more consistent, power output across the spectrum.
