[hpsdr] Updates to PowerSDR/OpenHPSDR 1.19.3.3 on svn

Tom,

The diversity code is identical to the latest W5WC PowerSDR v1.19.3.3  
version with respect to that.  I did not do anything that should've  
changed anything there when I added the diversity code and version  
reporting mods.

I'm afraid I didn't pay close attention when it was being discussed.   
Doug added delay options to the menu so I suspect it's okay but I  
don't know what you're looking for exactly to check that behavior.

If you tell me what you're looking for to check your issue out out I'd  
be happy to give it a go.
