[hpsdr] Metis - what am I doing wrong?!

Chris,

The local port on the PC can be anything. In HPSDRProgrammer I bind to
port 0, which gets any available port and can change each time it is
run. I suspect that PowerSDR does the same.

HPSDRProgrammer sends the discovery each time the Discover button is
clicked on, so only one pair.  I think PowerSDR will continually send
discovery packets until it gets a valid response, so it would appear
that it is not seeing the response, which looks to be OK in Wireshark.

Can you save the capture to a file and try sending that to me to look
at.
