[hpsdr] Latest FPGA code

Dave--

On my Linux ghpsdr3 code from the SVN
Mercury_V3.1
Metis_V1.6

with this firmware and only the two board in the atlas:

Receiver 0 works fine
receiver 1-3 produce output, no real signals just a spike at the center 
frequency that stays on the center frequency as you tune.

I take it that we have a difference between what W1BW's multireceiver 
FPGA code sent out and what the new FPGA code now sends out.

This behavior is the same using either jmonitor or QtRadio

I will step back to the older code to confirm it is working.

I was wondering if I am missing something relative to your setup.
