Yes, Skype is a VERY arrogant application!  It has gotten much worse with
time, and probably more so since Microsoft bought them.  More adverts on the
screen getting in the way!  Always popping up and wanting me to notify my
Facebook friends about what I'm doing, as if I used Facebook! (NOT!!!!)

Only some apps need a re-boot on Windows, not all.  Only some windows
updates require a re-boot, not all.  It's gotten better over the years.  If
what was installed was only designed to 'start at boot' (contains such a
service), then the app often requires a reboot.  If a DLL is replaced that
is used by some process that is running, then a re-boot (or at least a
log-out and log-in) is required.

QSL on all operating systems having their respective warts!  Nothing is
perfect, as it was designed and implemented by humans, after all.  Yes,
audio and video players are especially arrogant about wanting to mark apps
as requiring their use!  Also bad are those apps that 'offer' to install
some fool toolbar or search bar (Bing, Google, Ask, it doesn't matter,
they're ALL bad!) when you install something else, unless you un-check a
checkbox.  Java updates are especially bad in that regard.
