[hpsdr] Alex multi RX config

Hi Joe,

thank you for your quick reply.  I thought, for 3 mercury and 1
penelope, I need 3 RX Alex boards and 1 TX Alex board, only. Now,
according your note, I need 3 RX and 3 TX boards, even if there is 1 Tx,
only. Do you agree?
