[hpsdr] PowerSDR Gain settings

Hi Chris.

If you are using Penny, never use gain settings between 38 and 38,8 dB.  
The distortion can be very high, that is there are some unwanted sidebands  
generated at this settings. Pennylane should not have this problem.
