[hpsdr] VHF/UHF downconverter project for HPSDR

If you get around to planning it out and building it, please document it abundantly :)

My plan, for when I get time and cash simultaneously, is to build a block downconverter for the ham bands, using a synthesizer to step 1 MHz or so at a time, downconverting to something HFish, and (if I get ambitious) a set of image rejection filters that get switched in as needed. This probably will be at and below 70 cm, though 23 cm is a possibility for a later project.
