[hpsdr] Mercury and 28Mhz receive

These spurs are not visible on Hermes, the DC offset spur on higher
frequencies may be visible due to ground plane issues (this may not be the
case if the spur is not visible on other variants of PowerSDR), since I
don't have a mercury I really can't compare.
