[hpsdr] TLV-Init: Hardware-Problem

Hi Phil and Forum

After your suggestion, I have exchanged my Magister with a MiniOzy from 
Gerd Loch: with MiniOzy, the TLV-Init of Pennylane and also Penelope 
works fine. So, it is a hardware problem of my Magister!

I try to analyze the hardware by looking into the verilog code.

Suggestions about the possible hardware problem are much apreciated.
