 To modify the start menu in Windows 7 to show "Run" command:

rt click START  select Properties,  then Customize button.  Scroll down to find "Run" and put a chk mark next to it.

All is simple when you know how HI.

I haven?t used Commit Monitor, but I see that it?s a tool designed to be used with TortoiseSVN. Whether or not you want to use Commit Monitor, you should install TortoiseSVN. You can find it at this link:

As far as finding the Run menu, I don?t know where it is on your system. On the W7 system I use at work, I click the Start button and I see the ?Run?? menu on the right of the popup window. But you don?t have to use the Run menu to issue TortoiseSVN commands. You can also just navigate to the folder directly through Windows Explorer. Once you?ve opened a window on the folder C:\HPSDR, through any means, you?ll be at the place where step 2 in the instructions is taking you. You can, for that matter, use any window in which the PowerSDR folder is visible. You just need to right-click on that folder and execute the appropriate TortoiseSVN command. TortoiseSVN commands will appear in the context (right-click) menu for folders once you?ve installed TortoiseSVN.
