 Hello Jim,
 I can help with a little info on your questions, but I'm not an expert.

Mercury firmware version 3.1 Metis version 1.6 and Penelope 1.6 works with 
PowerSDR 2.2.3 from Doug Wigley  W5WC.  I know this much because
I'm up and running with this configuration.  I plan to see if I can run the
same with Metis ver 1.7.

Don't forget to download Winpcap.  The Metis user manual is invaluable
for doing the firmware updates.  I've done it often enough now that
it has become easy to do.  It's just a little intimidating at first.

You use the "Atlas boards"  you have more than one board?

Excalibur is JTAG compatible because it just loops through.
The board has no firmware.
