[hpsdr] New FPGA code releases

All,
New versions of FPGA code are available as follows:
Mercury        V3.2
Metis            V1.8
Ozy               V2.2
Penny(Lane) V1.7.
Source files are currently available in SVN and  the usual programming files have been updated in \USBBlaster-Binaries.  Files will also be available via the Wiki shortly.
Please note that to use this release ALL boards must be updated to the above revisions.
Changes are as follows:
  a.. Implements the new wideband spectrum code for Metis which now correctly displays 0-55MHz using KK or cuSDR.
  (Unfortunately, so far it has not been possible to implement this fix in Ozy due to a lack of FPGA memory registers) 
  b.. Implements the new USB Command & Control protocol that enables multiple Mercury boards to use the same frequency.
  c.. When using multiple Mercury boards enables independent pre-amp selection for each board.
  d.. When using multiple Mercury boards ensures that only one board sends wideband data.
Many thanks to Joe, K5SO, for undertaking all the FPGA code development for these new versions.
