[hpsdr] Terasic ByteBlaster

[Greg - ZL3IX]

Thanks for the thought Dave, but I have tried that and no, it doesn't 
show up.  I can only think that for some reason, Windows is letting me 
think it's installing the driver, but is not doing so.
