[hpsdr] Loading PowerSDR 2.2.3 into old XP machine

Hi Bob,
 
the Visual Studio 2010 Express editions are still available for free.

Visual Studio 2012 will not run on Windows XP, VS2012 can generate an executable that runs on XP, but the VS tool itself does not.
