I think the original goal was to use JTAG programming to be able to specify any board on the Atlas bus for updating/programming without moving anything around at all, but as I understand it that board addressing scheme had some problems early on in the HPSDR project that didn't get resolved and folks moved on to more pressing issues instead.  

Yes, I agree, it would be great if we could program any board via the ethernet connection somehow without changing any jumpers on the boards or moving any boards around or plugging/unplugging a blaster cable on the board to be programmed.  I don't know if that's possible to do or not.  I suspect most anything is possible if enough resources are thrown at it.
