[hpsdr] HPSDR Win 7 new user

Thanks for the info, great to know that my hardware is all OK, just to
clarify:

I have already run the usbblaster batch file

I am running the Mercury firmware upgrade from: 

C:\altera\10.1sp1\qprogrammer\drivers\usb-blaster

HPSDR appears on the device manager as "Altera USB-blaster" after running:
Program-Mercury-EPCS16 from the directory.

I can then select the version of qprogrammer (10.1 = 9), then the version of
mercury (3.3 = O)

I am following the instructions regarding the jumper "Last Jtag"'

I am missing something simple.......
