[hpsdr] Frequency offset - not seen with gnuradio

The offset is tiny... make sure gnuradio is reading down to 0.000000 HZ
Precision.  You most certainly should see an offset.  It would be a rare
case that the frequency isnt offset due to rounding of the frequency tuning
word.
