[hpsdr] New Hermes and Metis code available

Hi Phil.

I just loaded v2.1 for Hermes and it works fine with Apollo for the relay  
switching but if I press TUNE, MOX or PTT, it only switch into TX for a  
few seconds. It is the same with v1.8 and v2.0 too.

Another comment I have is that I have to press Program twice for Hermes to  
be programmed. The HPSDR Programmer version I am using is v1.6. I do not  
find any later versions?
