[hpsdr] Found a Glitch in Tune Step (I Think)

Hi,

In running HPSDR  v2.2.3 I noticed what looks like what may be a 
software glitch. In tuning the broadcast band
I can step thru the stations using a Tune Step of 10kHz without any problem.

However if I switch to 5kHz steps and start at say 1200kHz and step 
down to say 900kHz there is no problem.
But when I then want to step back up to 1200kHz, it will not go above 
1005kHz!  It just quits stepping there. I
can back down and repeat with the same results.

Similarly,  1.0kHz steps stops at 1.001MHz
                 2.5kHz steps stops at 1.005MHz
               6.25kHz steps stops at 1.025MHz
                 9.0kHz steps stops at 1.017MHz
               10.0kHz steps works fine
               12.5kHz steps stops at 1.025MHz
               15.0kHz steps stops at 1.005MHz
               20.0kHz steps works fine
               25.0kHz steps stops at 1.025MHz
               30.0kHz steps works fine
               50.0kHz steps works fine

I don't have this problem on v1.19.3.4 and previous versions where we 
had fewer Tune Step choices.

Anyone else have this problem?
