[hpsdr] Open Hardware Journal, second issue

Hi all,

Looks like Open Hardware Journal will initially be quarterly:

This issue has my article on openHPSDR.  It was written back in 
November, so no news of the iQuad/TAPR agreement, but a passable 
article on openHPSDR (if I do say so myself). :-)
