[hpsdr] Metis as JTAG Programming

Walter, 

Yes, you do need to have the wincap driver installed but you clearly already have that in place or you wouldn't be able to update Metis as you did. 

You're still getting the JTAG chain error?  

If so, I'd try the Mercury board (with the LAST JTAG jumper in place) in place of the Penny and see if you still get the JTAG error when "Interrogating".   Establishing JTAG continuity occurs before any of the programming begins.  

I don't know what else to say at this point.
