[hpsdr] SDR Cost Comparisons vs Hermes

The HiQSDR has a "Preselector" board being built and evaluated by DB1CC
and it looks more complex than the transceiver - includes RF pre-amp, RX
and TX filters and on-board 10W PA option.

Software options - quisk, qsdr with hamlib support in hamlib-1.2.15,
ghpsdr3-alex and also hiqscope and qvna software.

There are 3 including my own that are on the internet accessible using
QtRadio from the ghpsdr3-alex project and John Melton's aHPSDR Android
client. Permitted users can also login and use TX.
