[hpsdr] Mercury LEDs 9 and 10 alternately flashing.

On Mercury what does it mean when LEDs 3 and 8 are lit, and 9 and 10 are
flashing? All other LEDs light per user manual. Two Mercury boards display
same behavior. Ozy is on the bus. System has worked in the past. Problem may
be related to jumper setting. What are the default jumper settings for
Mercury?
