[hpsdr] Mercury LEDs 9 and 10 alternately flashing.

As I see it,
  LED 3 is on all the time, and LEDs 4,5,6 are off all the time.
  LED 7 is on when the 10 MHz PLL is locked
  LED 8 is on when the 122.88 MHz PLL is locked
  LEDs 9 & 10 blink, for no special reason
  LED 11 is on to indicate input signal level is too high, causing ADC 
overflow

Since your LED 7 is off, it looks like there's problem with the 10 MHz 
reference.
In PowerSDR or KISS Konsole (whichever you are using) check the Setup & 
see if the 10 MHz selection is correct.
ie, if you don't have the Excalibur 10 MHz reference board, Mercury 
should use its own 10 MHz oscillator.
