[hpsdr] support for OZY programmer

Hi Bill,

Thanks for your comments on the OZY programmer process.

I wrote this the first day I got the DOS programmer code working - there
were only a few files then!

You are quite right, we could reduce the number of files that are in the
directory and/or just get folks to download the ones they need.

The SVN issues have been resolved and there will be an announcement
shortly :)
