[hpsdr] PowerSDR and Win 7 64bit

Yes Mike, PowerSDR does run on Windows 7 64-bit, I'm using that myself 
and it runs extremely well. I can't tell you what you're doing wrong, I 
just wonder are you using the 64-bit driver version.
