[hpsdr] PowerSDR 2361 don't see hardware

Hi Werner, All,

same here with this PowerSDR version - but only on 64 Bit OS Win7. I did
not care too much about it (thought it was my fault..), cause I'm currently
concerned with other things, but I can confirm Werner's observation.
