Hi George,

Yes, you are correct, that would have been better wording.

Someone creating a new PCB design would control the licensing of 
their own design, of course.  But it would not be controlled by the 
initial designers or contributors upon whose design it is based.

Maybe I am missing something too, but that is my understanding of how 
things work under NCL/OHL.
