[hpsdr] HPSDR Recorder

I have placed a beta of the HPSDR Recorder Application at:

HPSDR Recorder can record A/D samples from Mercury 3.1 using an Ozy or Metis
board with up to 4 receivers, schedule recording and tuning etc.  See the
Readme.txt for more information.
