[hpsdr] PowerSDR/OpenHPSDR Updates

All,

Both the single and dual receiver versions of PowerSDR/OpenHPSDR have been
updated to include the correct 60m channel assignments. The Tune Step
problem was also corrected. Added to the console was an Alex auto/man
control button that duplicates the function found in the Setup menu, it's
just quicker to reach.
