Giovanni is correct !

There is a version 1.2 of the PennyWhistle manual available on the TAPR
website, which has the correct pinout for the control of the bias.

For whatever reason, the version on the openHPSDR site is still at 
revision 1.1

If we can get Dave Larsen to post the version 1.2 on the openHPSDR site,
everything should be resolved.
