[hpsdr] Starting from scratch

Seems to me that SVN is not needed for "normal" setup & use of an hpsdr.
If you want to explore variants or experimental versions, then SVN would 
be needed.

Everything is on the download page (or if it's not, it should be, and 
we'll make sure that necessary things are added)

If Mercury, Metis, or Penelope does not have the required firmware, the 
firmware files are on the download page.
HPSDRProgrammer is also there, which is used to store the new firmware 
on those cards.

USB driver is on the download page, as is Operating software, such as 
PowerSDR, or KISS Konsole.
