[hpsdr] Receive Only

I do  not have Penelope.  An Icom 765 is used for transmit.

With this option gragyed out the HPDSR will not go in transmit mode.

Pat, 

The "Receive Only" control is grayed out when Penelope is not selected in
the hardware setup.  The control becomes active if "Penelope" is checked as
being present.
