[hpsdr] Vac & Kiss Konsole

As far as I know the current KISS code only sends audio to HPSDR to show up
on something plugged into Mercury.  So the "missing complexity" would
likely involve bringing up the microsoft audio system, opening a device,
and "playing" the audio through that device, in addition to the stream sent
Mercury.
