[hpsdr] Another pitfall with Win 7

Hi all,

I am in the process of retiring my old trusty laptop, on which I was 
running PowerSDR with Mercury/Pene etc.  Problem is that the display 
backlighting has packed up, and they want $450 to fix it.  I decided 
rather to buy another machine, which, of course, comes with Win 7.

The process of moving PowerSDR over to the new machine and new O/S, has 
not been without incidents!  There has been quite a lot written about 
the subject on this reflector, but I have yet another couple of tips to 
add.

  * Make sure you have the right version of libusb0.dll.  There is one
    for 32-bit machines, and one for 64-bit machines.
  * Go through all the routines called in initozy11.bat, and set them to
    run as administrator.  (right click>properties)

The second of these was the one that caught me!
