[hpsdr] cuSDR V0.3.1.1

Dear All,

some bug-fixes resulted in Version 0.3.1.1 for 32 and 64 Bit Windows OS.
First prize goes to Kurt, DL9SM, for finding a network mismatch if you
connect Metis/Hermes directly to the PC. This happens only with Hermes FW
>= 1.8.

Please download the newest versions from the svn, and don't forget to read
the README :-)
