[hpsdr] New version of Hermes/Metis Gnuradio module available

A new version of the Hermes/Metis Gnuradio module is available. It adds support
for the transmitter and some controls to mute the Tx and or Rx depending on the
PTT control, and to set the TxDrive level.
 
Also, the Gnu Radio Companion (GRC) demos have been updated to add the
transmitter and various controls.
 
Gnuradio requires modules to be built and installed from source (easy to do). The build 
instructions, README, source, makefiles, etc. are available on the TAPR SVN:
