[hpsdr] No network connection to Hermes

[KF6C]

The windows firewall appears to have been preventing Hermes from connecting
to the computer.

Control Panel, Network and Sharing Center, Troubleshoot problems, Incoming
Connections, 

I cannot give the exact wording at this point but it is equivalent  to Allow
PowerSDR to connect to other computers.
