[hpsdr] Hermes FPGA source code

Hi John,

We tend to sit at least one release behind the latest version so others
can find the new bugs before we do.

As you will see from the code we are currently using Quartus II 11.1sp2.

If you are able to determine the optimum compile options under 12.0sp2
please pass them on.
