[hpsdr] HRD and Windows 7, curiouser and curiouser - again!

Peter,
Running DM780, VAC and connected to PowerSDR 2.2.50 running Win7 64
bit 6GB RAM on an I3 processor. Works just fine over my LAN.

The radio is an ANAN-10/Hermes using a static IP. I do have drop
outs, but the issue is in the radio, not the network, but the first
thing you see is PowerSDR locking up. Then you cannot ping the radio.
The Physical LAN connection is still good and the FPGA status light
flashes normally, just unable to get anything into or out of the radio.
