[hpsdr] New Hermes User Manual available

All,

There is an updated Hermes User Manual (V.16) that will shortly be available 
from the openHPSDR.org web page under Documents.

Since this is most likely the version that new users will refer to, once 
TAPR starts shipping boards in the next few weeks, its important that there 
are no errors or omissions.

Would those that have beta Hermes boards please do a read through of the 
document and let me know of any changes required.
The document assumes the use of the new installers for both the single and 
dual receiver versions of Doug, W5WC, versions of PowerSDR.
