[hpsdr] New Version of Hermes code available

V2.0 of Hermes FPGA code will be available shortly from the openHPSDR.org 
Downloads page.

This corrects a problem in V1.9 that prevented the use of Penelope to 
provide her 122.88 MHz clock to other boards.

Thanks to Joe, K5SO, for hunting down and correcting the problem.
