Yes and no.  It doesn't use an FPGA, but if you look they plan on using a
Xylinx CoolRunner II CPLD (See
https://github.com/mossmann/hackrf/wiki/Hardware-Components).  CPLD vs. FPGA
is really a distinction without a difference.
