[hpsdr] P*SDR_HPSDR_mRX_v3.0.8 released

The P*SDR_HPSDR_mRX_v3.0.8 release is now live on the download page at
<http://openhpsdr.org/download.php> and  will be available soon from <
https://apache-labs.com/>.

The following bug fixes and additions are included.

- Implemented a work-around solution for using Angelia (ANAN-100D) with 3
stitched receivers at the 384k sampling rate. Requires Angelia v1.6
firmware. Available for download from 

http://k5so.com/HPSDR_downloads.html

- Corrected problem with enabling RX2 with CTUN on.

- Added bug fix by Martin, G3OQD that allows VOX to work correctly with 20dB
mic boost on.
