[hpsdr] VNA does not find Hermes

Kevin,  I'm using the latest version firmware (v 2.3), but it worked 
fine with the one before, too.  Mine is set up with a static IP 
address.  I remember there is a delay if you are letting the PC assign 
the IP address.  However, that is no different than when you run PowerSDR.
