[hpsdr] Update on Hermes J16 Breakout Project

Response to the idea of making a breakout board for the Hermes I/O 
connector has been way more than I anticipated, and we're moving ahead 
with TAPR offering the project as a kit that includes PC board plus 
required parts.

I've received quite a bit of feedback that resulted in design 
improvements, and last weekend I revised the layout and ordered 
prototype boards.  I should have a test unit built by the end of next 
weekend (e.g., around Aug. 25).

Once we're sure the prototype works, we'll order production quantities 
and open the order page at tapr.org.  The price is planned to be $25 for 
members and $28 for non-members but could change a buck or two as we 
finalize the BOM.

I'm also looking into whether it's feasible to do a board that matches 
the ANAN-100 connector as well.  No promises on that yet as I have to 
see how much the layout has to change to match the DB25 pinout.

I'll post an update when the prototype is in hand, and again when we 
open up the order page.
