[hpsdr] Revision to Gnuradio 3.7 for Hermes/Metis

GRC3.7 code for Hermes/Metis has been updated to fix a problem
with Cmake on some linux platforms. Gnuradio has identified the
issue and will fix it when GRC 3.7.1 is released.


In the meantime, I've patched the code on the TAPR SVN to fix the
problem for Hermes for 3.7. Other non-HPSDR modules may still
have an issue until 3.7.1 is out.

If you've had a problem:
1. SVN Checkout GRC3.7
2. Delete the contents of the /build subdirectory (including the CMakeCache.txt
file) leaving an empty /build directory (don't delete the /build directory itself).

3. Run Cmake, and the various make commands.
