[hpsdr] 48V 2000W Power supply

The one I was always told by the eltek & erskine guys was that they
regarded the entire unit control, switching, rectifiers & batteries as the
PSU not the individual units and when you consider that the whole thing
comprises a dc ups I supose they have a point ;-)
