[hpsdr] New Metis and Hermes code.

Hi John,

You can recover your Hermes board by placing it in Bootloader mode. Place
a jumper on J12, power on the board then run HPSDRBootloader V2.0 on the
PC.

You can then load the Hermes*.rbf file into the board.

See the latest Hermes User Guide for instructions regarding the use of
HPSDRBootloader. As explained in the guide you can check the Hermes board
is working in Bootloader mode by reading its MAC address.
